PROGRAMME
The Dialogue seminar strived to enable open, meaningful dialogue on some of the most controversial and challenging issues in the context of Scaling up Finance for Biodiversity. The agenda was therefore set up with a mix of formal presentations and opportunities for discussions in both smaller groups and plenum.

The seminar began by setting the policy context, contrasting a few overriding perspectives with each other, and clarifying various assessments of financing needs. The agenda then moved into the core of the issue by highlighting key principles and experiences of biodiversity financing, including issues regarding safeguards, before zooming into a number of distinct areas such as: ODA, fiscal reform, private funding and markets, payments for ecosystem services, and other financing options. In group discussions and an open space session participants had the opportunity to further deepen the dialogue and bring up additional ideas and concerns.
The end of the seminar allowed for further group and concluding discussions, informed by the needs and priorities of the participants in the meeting.
